Ryan Walters is an attorney specializing in legal writing and municipal, land use, property, and landlord-tenant law.

For almost nine years, Ryan served as deputy prosecuting attorney for Skagit County, providing legal advice to the county planning department and Board of County Commissioners, resolving the County's last remaining cases before the Growth Management Hearings Board, representing local hospitals in civil commitment hearings, and prosecuting a variety of misdemeanors.

As the attorney for the Skagit County Farmland Legacy Program, Ryan advised the program through difficult negotiations with federal agency funding partners and wrote a new plain-language easement template easily understandable by both landowners and program administrators.
